David R. Huffman is the City Attorney, serving as legal counsel to the Burlington City Council and City management and staff. The Legal Office represents the City in all legal matters, prepares and review contracts, ordinances and resolutions and renders legal advice and opinions relating to the legal affairs of the City.
Mr. Huffman graduated from Walter M. Williams High School in 1973, and Wake Forest University in 1977 with a B.S. degree in Business and History. He completed a Master of Public Administration degree focusing on local government management from the University of North Carolina at Chapel Hill in 1983. In 1986, he earned his Juris Doctorate degree from Mercer University School of Law in Macon, Georgia. Following law school, he clerked for the Bibb County, Georgia Superior Court Judges and practiced insurance defense law with Jones, Cork & Miller of Macon, Georgia. In 1989, he returned to his hometown of Burlington to practice law where he concentrated in family law, consumer bankruptcy, estate administration and litigation, general civil litigation, and misdemeanor criminal defense.
In October 2014, following twenty-eight years of private law practice, David Huffman was appointed to the position of City Attorney.
David Huffman served twenty-nine years on the Burlington City Council having been elected to seven four-year terms. He served as a Councilman from 1979-1983 and 1990 – 2009, and as Mayor Pro Tem from 2009- September 2014.
Mr. Huffman is a member of the North Carolina Association of Municipal Attorneys, having served on its Board of Directors from 2015-2017. Mr. Huffman is licensed to practice with the Georgia State Bar, the North Carolina State Bar, the United States District Court for the Middle District of Georgia Bar, and the United States District Court for the Middle District of North Carolina Bar.
